Comprehensive Plan Amendment for the adoption of the 2022 Hampton Roads Hazard Mitigation Plan by reference into the Hampton Community Plan(2006, as amended), replacing the current 2017 Hampton Roads Hazard Mitigation Plan
Purpose
Background Statement:
The 2022 Hampton Roads Hazard Mitigation Plan is prepared under the Disaster Mitigation Act of 2000, which requires localities develop a hazard mitigation plan to remain eligible for pre- and post-disaster funding. Adoption of this plan is also critical to the City maintaining compliance with the Community Rating System program. 2017 was the first time a regional plan was adopted, and this is the first full update to it.
This plan recognizes that the Hampton Roads region, including the City of Hampton, is vulnerable to a range of hazards that threaten the safety of residents and have the potential destroy public and private property and negatively impact the economy. Hazards considered in this plan include flooding, sea level rise and subsidence, tropical and coastal storms, shoreline erosion, tornadoes, winter storms, earthquakes, wildfires, drought, extreme heat, and hazardous materials incidents. An overview of each is provided within a regional context, as well as vulnerability and capability assessments. Additionally, the 2022 Hampton Roads Hazard Mitigation Plan provides specific recommended actions that will protect residents, businesses, and the built environment.
The 2022 Hampton Roads Hazard Mitigation Plan updates and combines individual plans from each participating area locality. City staff participated in the development and review of this plan. The plan has been reviewed and approved by the Virginia Department of Emergency Management and the Federal Emergency Management Agency (FEMA) as being consistent with federal requirements.
