Resolution to Amend the Fiscal Year 2023 Council Approved Budget to Accept and Appropriate the Fiscal Year 2022 Port Security Grant Awarded by United States Department of Homeland Security (USDHS).
Purpose
PURPOSE/BACKGROUND:
The FY 2022 Port Security Grant Program is one of four grant programs that constitute the DHS/Federal Emergency Management Agency’s focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation’s critical infrastructure against potential terrorist attacks. The PSGP provides funds to state, local, territorial and private sector partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism.
As the City of Hampton has a large responsibility for maritime security operations within the territory of the Port of Hampton Roads, the Hampton Police Division Marine Patrol has been awarded the FY2022 Port Security Grant for the acquisition of a Multibeam SONAR System for our underwater remote operated vehicle.
Discussion:
The Fiscal Year 2022 Port Security Grant will provide for the acquisition of a Multibeam SONAR System for use with the Hampton Police Marine Patrol underwater remote operated vehicle. Use of this high definition SONAR will increase capabilities to more accurately identify suspicious underwater targets and minimize the amount of time divers have to be placed into water to investigate those targets, thus minimizing risks to divers.
Impact:
The City has been awarded $18,746 in federal grant funds from the United States Department of Homeland Security. The City of Hampton provides a $6,249 local cash match, for a total grant award of $24,995.

WHEREAS, the United States Department of Homeland Security (USDHS), Federal Emergency Management Agency (FEMA) has awarded the 2022 Port Security Grant in the amount of $18,746;
WHEREAS, the 2022 Port Security Grant award requires a local cash match of $6,249;
WHEREAS, the combined funds of the 2022 Port Security Grant Grant award and the required local cash match total $24,995, will be used by the Hampton Police Division for the acquisition of Multibeam SONAR System for the Hampton Police Marine Patrol Unit; and
WHEREAS, the grant award is for the period of September 1, 2022 through August 31, 2025.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2023 Council Approved Budget to: (1) accept and appropriate the FY2022 Port Security Grant award in the amount of $18,746; and (2) approve the transfer of $6,249 from State Forfeiture Funds to the Grant Fund for the purpose of funding the acquisition of a Multibeam SONAR System accordance with the grant agreement.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
