Resolution to Amend the Fiscal Year 2023 Council Approved Budget to Accept and Appropriate the 2022 Emergency Management Performance (EMP) Grant Awarded through the Virginia Department of Emergency Management

Purpose
PURPOSE/BACKGROUND:
The Emergency Management Performance (EMP) Grant provides funds to support the whole community approach to strengthen a community’s emergency management program in preparation for all hazards. The City of Hampton (the "City") has been awarded a 2022 Emergency Management Performance (EMP) Grant to support the City's Emergency Management program.

Discussion:

This grant is awarded annually to the City to go towards supporting the Emergency Management program. A portion will go towards training and education for City staff and volunteers who support the Emergency Management program. The remaining portion will pay for planning assistance for the office. Currently there are no other funding sources for this support of the Office of Emergency Management other than additional City funds.

Impact:

The City has been awarded $70,740 in funding from the 2022 Emergency Management Performance (EMP) Grant with a local in-kind match of $70,740 for a total grant award of $141,480. This grant allows the Office of Emergency Management to continue to develop plans to address emergency preparedness and continuing education for City staff to better prepare the City for future threats. Grant funds will also support plans for home elevations.
