Resolution to Amend the Fiscal Year 2023 Council Approved Budget to Accept and Appropriate the Historically Black Colleges and Universities (HBCU) Campus Safety and Security State Appropriation Awarded by the Commonwealth of Virginia, Department of Criminal Justice Services to Hampton University

Purpose
Background Statement:
Pursuant to Item 408, paragraph S(iv) of the 2022 Appropriations Act, the Department of Criminal Justice Services (DCJS) has been directed to distribute State funds in support of agencies and institutions within Virginia's Historically Black Colleges and Universities (HBCU's), for campus safety and security initiatives. The legislation directs DCJS to disburse the funds allocated for Hampton University to the City of Hampton for distribution.

WHEREAS, the State legislation directs the Department of Criminal Justice Services (DCJS) to disburse the $1,000,000 allocated for Hampton University to the City of Hampton;

WHEREAS, the Historically Black Colleges and Universities (HBCU) Campus Safety and Security State Appropriation requires no local match;

WHEREAS, the Historically Black Colleges and Universities (HBCU) Campus Safety and Security State Appropriation totaling $1,000,000 will be used by Hampton University to support campus safety and security initiatives in accordance with State budgetary language;

WHEREAS, the grant award covers the period of July 1, 2022 through June 30, 2023,

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends the Fiscal Year 2023 Council Approved Budget to accept and appropriate the Historically Black Colleges and Universities (HBCU) Campus Safety and Security State Appropriation in the amount of $1,000,000, and any supplemental funding, awarded by the Department of Criminal Justice Services to the Grant Fund to be used by Hampton University for campus safety and security initiatives in accordance with State budgetary language.
