Consideration of Appointments to the Eastern Virginia Regional Industrial Facility Authority (RIFA)

 

Purpose

PURPOSE/BACKGROUND:

 

Chuck Rigney has tendered his resignation from the City.  Council is being asked to appoint Steven Lynch, Interim Economic Development Director, to serve as an Alternate until January 31, 2027.

 

Mayor Donnie Tuck and Scott Seymour are eligible for reappointment to another term.  Council is being asked to reappoint them to serve a second term until January 31, 2027.

 

City Manager Mary Bunting is eligible for reappointment to another term.  Council is being asked to reappoint her to serve a second term as an Alternate until January 31, 2027.

 

HISTORY

 

Hampton City Council approved Non-coded Ordinance #1272 on October 24, 2018, which created a Regional Industrial Facility Authority pursuant to section 15.2-6400 et seq. of the Code of Virginia which should be known as the Eastern Virginia Regional Industrial Facility Authority.

 

Each governing body (County of Gloucester, City of Hampton, County of James City, City of Newport News, City of Poquoson, City of Williamsburg and the County of York) shall appoint two (2) board members and must appoint one (1) alternate but may appoint two (2) alternates.

 

One appointee shall be a member of the locality's governing body and the other member shall be a member of the locality's economic development authority. 

 

If there is a sole alternate, it shall be the locality's Economic Development Director.  Another alternate may also be appointed.

 

Each term shall be four (4) years and individuals may be reappointed for as many terms as the governing body desires.
