1 Increases coordinated Sexual Assault Response Team(SART) attendees to maintain a coordinated, trauma-informed, and victim-centered approach to prosecution and services. The Sexual Assault Prosecutor will conduct the quarterly SART meetings to record Sexual Assault Cases and discuss them at meetings to ensure victims have been provided the services needed. The Sexual Assault Prosecutor will coordinate, attend, and actively participate in SART meetings. The Prosecutor will educate attendees and provide training to attendees as it relates to laws, evidence collection, and procedures. July
2 Assist Hampton Police Department annually with one police officer training as it relates specifically to the dynamics of sexual assault, the laws and evidence gathering. To train officers investigating sexual assault cases during the year. Submit evaluations to participants for critique for training program. Monitor and list the participants at each training program. Prepare and present handouts to participants. January
3 Implement more effective investigatory and prosecutorial procedures to successfully prosecute cases referred to the program. Will prosecute a minimum 20 sexual assault cases in Juvenile and Domestic Relations, General District, and Circuit Courts The program will develop and learn new strategies for prosecuting SA cases where the victims are reluctant, has witness fatigue, or unwilling to testify. The program will develop and improve trial techniques in general by attending training. July

Phil Bailey This position provides prosecution of crimes of violence against women and sexual assaults against men, women, and children. Prosecutable crimes also include Violations of Protective Orders, Rape, Sodomy, Object Sexual Penetration, Aggravated Sexual Battery, and Sexual Battery. The VDVVF prosecutor works closely with the Hampton Police Division, as well as other law enforcement and medical personnel (e.g., SANE nurses). Furthermore, the prosecutor serves as a member of the Hampton Sexual Assault Response Team (SART). This team is comprised of members of the Hampton Commonwealth's Attorney Office, the Victim Services Unit, the Hampton Police Division, Riverside Regional Hospital and Sentara Hospital SANE nurses, and other agencies. The Senior Assistant Commonwealth's Attorney for the city of Hampton prosecutes felonies and misdemeanors involving violence against women, sexual abuse against minors and adults, as well as stalking and protective order violations. The importance of having this position affords the Office of the Commonwealth Attorney to have a dedicated prosecutor to handle specialized cases which allows for vertical prosecution to minimize revictimization during the criminal justice process. This provides a more victim-centered and trauma-informed approach to the prosecution of these types of cases.
