During the previous grant cycle there were several jury trials scheduled but due to the criteria set by the Circuit Court, only 2 juries 1 bench trial proceeded. However in FY2022, 34 new cases with 65 charges were handled for prosecution

Brief Project Overview
The VDVVF prosecutor will prosecute crimes of violence against women and sexual assaults against men, women, and children. Prosecutable crimes include Violation of Protective Orders, rape, sodomy, object sexual penetration, aggravated sexual battery, sexual battery, indecent liberties, and child pornography. The prosecutor will work closely with Hampton Police Division, as well as other law enforcement and medical personnel (e.g., SANE nurses). Furthermore, the prosecutor will coordinate and serve as a member of the Sexual Assault Response Team (SART) as required by Code.

Demonstration of Need
The Commonwealth's Attorney's Office is continuously dedicated to the successful prosecution of sexual violence within the community. Therefore, the Hampton Commonwealth's Attorney's Office is requesting funds from VSDVVF for a full-time Commonwealth's Attorney. The attorney's main focus will be to prosecute felonies and misdemeanors involving violence against women, sexual abuse against minors and adults, as well as stalking and protective order violations. Hampton, Virginia is a larger medium-sized urban city with a population of $137,746 people and 37 constituent neighborhoods. According to Neighborhoodscout.com, the chances of becoming a victim of either violent or property crime in Hampton, Virginia is 1 in 37. The Hampton Commonwealth's Attorney's Office has unremittingly identified the need to provide evidence-based and trauma-informed prosecutorial services to victims of Sexual Violence in the City of Hampton. Sexual violence means that someone forces or manipulates someone else into unwanted sexual activity. Sexual Violence hurts the most vulnerable in our communities and affects women, men, and children throughout their lives. These kinds of cases are difficult to prosecute, since many of these crimes take place behind closed doors, out of sight of witnesses. Victims can also be conflicted about coming forward, some even blaming themselves, while others are pressured to remain silent. Sexual violence is a traumatic crime that causes damage to survivors' emotional, spiritual, and psychological well-being. It is estimated that 1 in 5 women and 1 in 71 men have been raped at some point in their lives. According to Hampton Police Department between 2019-2022, 673 offenses of sexual violence were reported in the City of Hampton. The offenses reported include aggravated sexual battery, forcible indecent liberties, forcible rape, sexual battery by force or helplessness, and statutory rape/carnal knowledge. These statistics prove that despite the world dealing with a pandemic, there was no reduction in sexual violence cases in Hampton. The prosecution of sexual violence cases differs from the prosecution of other crimes, as it requires specialized skills. A specialized sexual violence prosecutor has the advantage of allowing the prosecutor to develop expertise and knowledge in the dynamics of sexual violence, allowing for the opportunity to review policies and protocols to ensure best practices are being utilized to protect victims and hold offenders accountable. Therefore, a dedicated sexual violence prosecutor will provide a better opportunity to build relationships with victims during the infancy of these cases. To maintain trust with victims, it is crucial to have a dedicated prosecutor who will offer consistency and continuity. It is equally vital that victims feel that they are being heard. This can only be accomplished by having a dedicated prosecutor and advocate throughout the entire criminal justice process.

Project Description
The Commonwealth's Attorney's Office is seeking to continue to utilize a dedicated prosecutor to focus on felonies and misdemeanors involving sexual violence against women, men, and children, as well as, stalking and protective order violations. The project's mission is to provide quality, trauma-informed, and specialized prosecution for victims of sexual violence. This project will also strengthen the criminal justice response to sexual violence against women, men, and children in the City of Hampton. The Hampton Commonwealth's Attorney's Office will prosecute offenders that perpetrate sexual violence through an experienced full-time prosecutor dedicated solely to this task. The Sexual Violence Prosecutor will provide Vertical prosecution. Vertical prosecution of sexual assault cases means the same prosecutor, who has specialized training in sensitive crime issues, is assigned to the case from beginning to end. With vertical prosecution, victims are able to work with the same prosecutor and investigator from the time potential charges are first reviewed through the sentencing of the offender. Vertical prosecution has been shown to improve conviction rates, reduce victim trauma, and provide more consistent, appropriate sentencing. Sustainment Plan: The Commonwealth's Attorneys Office is a well-established organization whose sole responsibility is to prosecute criminal cases for the city of Hampton. The successes of this office are a direct result of the forward-thinking leadership through the years that recognized the needs of those who were victimized by crime in this community. In 1984, the Commonwealth's Attorney's office was one of the first in Virginia to establish the Victim Witness Assistance Program with funding through the Department of Criminal Justice Services and the City of Hampton. Through other VOCA-funded grants, the office has implemented additional programming benefiting victims and the community such as the Rapid Engagement and Support in the Event of Trauma (R.E.S.E.T.) program and a Homicide Survivors Support Group. In addition, the Commonwealth's Attorney's Office receives and manages several other DCJS-administered grants including the Virginia Sexual and Domestic Violence, VSTOP, American Rescue Plan Act, and Operation Ceasefire grants. Some of the past grant opportunities that the office received include the Byrne Justice Assistance and Coronavirus Emergency Supplemental Funding grants. The program will achieve financial sustainability to ensure the continuation of services when the funding period ends in multiple ways. With a clear understanding of grants and funding streams, the program consistently stays proactive about additional potential funding opportunities. will continuously seek other grant opportunities. The program will appeal to the city to consider absorbing this position as well as look for ways to sustain this grant through other funding opportunities so that no one is ever in jeopardy of losing employment. To train officers investigating sexual assault cases during the year.	Submit evaluations to participants for critique for training program. Monitor and list the participants at each training program. 3	Implement more effective investigatory and prosecutorial procedures to successfully prosecute cases referred to the program. Furthermore, the prosecutor serves as a member of the Hampton Sexual Assault Response Team (SART). This team is comprised of members of the Hampton Commonwealth's Attorney Office, the Victim Services Unit, the Hampton Police Division, Riverside Regional Hospital and Sentara Hospital SANE nurses, and other agencies.	The Senior Assistant Commonwealth's Attorney for the city of Hampton prosecutes felonies and misdemeanors involving violence against women, sexual abuse against minors and adults, as well as stalking and protective order violations. The importance of having this position affords the Office of the Commonwealth Attorney to have a dedicated prosecutor to handle specialized cases which allows for vertical prosecution to minimize revictimization during the criminal justice process. This provides a more victim-centered and trauma-informed approach to the prosecution of these types of cases.
