Recreational Vehicle Parking Regulations

ACTION REQUESTED OF COMMISSION:
Staff requests feedback and direction in creating updated regulations.
BRIEF BACKGROUND STATEMENT:
The regulations related to recreational vehicles are outdated and need to be changed. Over the last couple of years staff has engaged the community, including motorhome owners, to better understand the issue and potential solutions. Staff is not asking Council to recommend or take action on specific language but would like guidance for going forward with updated regulations.
The issues staff would like to cover include:
1) Separating motorhomes (what are typically thought of as an RV) from other types of recreational vehicles as currently defined, such as trailors, watercraft, and pull-behind campers.
2) Focusing new regulations on motorhomes while being more permissive for other, typically much smaller, recreational vehicles.
3) Treating very large lots with deep front yards differently from more standard subdivision lots.
4) A limitation on the number of motorhomes on residential lots.
5) Location of parked motorhomes on a residential lot.
6) Require parking in the front yard to be on an improved surface and limit the amount of paving permitted in a front yard.
