Resolution Requesting the Virginia Department of Transportation Program Seven (7) New Capital Projects into Its 6-Year Improvement Plan

 

Purpose

PURPOSE/BACKGROUND:

The City has requested that the Virginia Department of Transportation (VDOT) program seven (7) new capital projects into the 6-Year Improvement Plan. Those projects will be fully funded with either federal or state funds.  VDOT requires that the City execute certain project administration agreements to secure that funding.

 

Discussion:

 

In accordance with  VDOT project allocation procedures, City Council must request by resolution that VDOT program certain highway projects in the City of Hampton.  In addtion, VDOT requires that through that resolution, the City Council grant authority for the City Manager to execute project administration agreements and any other agreements, such as City/State/CSX Agreements, necessary for the implementation of those projects. Funds awarded are paid on a reimbursement basis following the expenditure of City funds.

 

Impact:

 

The City will receive $2,273,000 of State and Federal funds for the CIP Budget and the projects will update and improve the City's roadway infrastructure.

                     WHEREAS, Virginia Department of Transporation (VDOT) project allocation procedures require that a city council, by resolution, request VDOT to program highway projects;

 

                     WHEREAS, VDOT will allocate sufficient federal and state funds to fully fund such projects;

 

           WHEREAS, the City's Department of Public Works (Public Works) has seven (7) new highway projects eligible for the VDOT program;

 

                     WHEREAS, CSX Transportation, Inc (CSXT) will administer and install the proposed improvements for three (3) of those projects;

 

                     WHEREAS, VDOT requires the City to execute project administration agreements with VDOT and CSXT to secure VDOT commitment on the federal and state funding of those projects; and

 

                     WHEREAS, VDOT further requires that City Council grant authority for the City Manager to execute those project administration agreements and any other related agreements necessary for implementation of those projects.

 

                      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton, Virginia, that it hereby requests that  the Virginia Department of Transportation program the following projects into its  6-Year Improvement Plan:

 

1.                     Powhatan Parkway & Victoria Blvd Traffic Signal Mast Arm - PWE Project 17-024 - UPC 111001 (to include  $243,000 in FY20 of VDOT HSIP (Safety) Program Funds);

 

2.                     Power Plant Pkwy Sidewalks - PWE Project 17-025 - UPC 111016 (to include  VDOT Smart Scale Program Funds  of  $250,000 in FY22 and  $499,000 in FY23);

 

3.                     Fox Hill Road Reconstruction - PWE Project 17-026 - UPC 111836 (to include  $570,000 in FY18 of VDOT Primary Extension Program Funds);

 

4.                     Settler’s Landing Road Reconstruction - PWE Project 17-027 - UPC 111837 (to include $430,000 in FY18 of VDOT Primary Extension Program Funds);

 

5.                     LaSalle Avenue Flashing Lights Upgrade and Add Gates - UPC 111077 (to include  $260,000 in FY19 of VDOT Rail Highway Crossings Safety Program Funds);

 

6.                     Powhatan Parkway Flashing Lights Upgrade and Add Gates - UPC 111078 (to include  $260,000 in FY19 of VDOT Rail Highway Crossings Safety Program Funds); and

 

7.                     Aberdeen Road Flashing Lights Upgrade and Add Gates - UPC 111080 (to include  $260,000 in FY19 of VDOT Rail Highway Crossings Safety Program Funds); and

 

BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager or her authorized designee to execute the VDOT project administration agreements and any additional agreements necessary for the implementation of those projects.
