Purpose
PURPOSE/BACKGROUND:
The Hampton Public Library Foundation would like to support the Hampton Public Library by purchasing and donating to the Hampton Public Library access, for two years, to the streaming video service Kanopy for use by library patrons. The total value of this service for the two-year period would be $28,000

Discussion:

Pursuant to City Code 2-134(a), the donation of materials valued over $5,000 requires acceptance by City Council. The Hampton Public Library Foundation (“Foundation”) is a 501(c)(3) not-for-profit corporation formed in 1994 to receive donations and bequests to support the efforts of the Hampton Public Library. The Foundation wishes to purchase two year access to the Kanopy streaming video for use by library patrons. Following the two year period if the Kanopy service is found to be beneficial to patrons, the Foundation may consider purchase and donation of the service for another period of time.
Kanopy is an on-demand streaming video platform (much like Netflix or Amazon) for public libraries and universities. Kanopy offers a large collection of award-winning films, documentaries, independent films and academic videos. It also includes children’s programming with its subdivision, Kanopy kids. All Library card holders would have access to this database through a link on the Library’s webpage. Kanopy has a title listing on the homepage where patrons can scroll through genres of movies prior to making their selection.
Kanopy works on an individual library patron purchase, not a subscription. At no charge to the patron, they would sign into Kanopy with their library card and select a movie from the over 30,000 titles in the database. The library’s account would be charged for the movie.
