Purpose
PURPOSE/BACKGROUND:
The Virginia Department of Motor Vehicles has awarded the City of Hampton Police Division ("HPD") pass-through funding from the National Highway Safety Administration for Federal Fiscal Year (FFY) 2020 in the total project amount of $65,655.00 with $43,770.00 in federal funds. The grant funds are for officer overtime relating to selective enforcement (speed) and for two (2) officers to attend highway safety related training.

Discussion:

The total funding for this grant project is $65,655.00 with $43,770.00 in federal funds and $21,885.00 in matching, in-kind funds. In-kind funding will be provided by HPD as fuel and vehicle maintenance costs incurred during/because of enforcement activities. HPD will utilize the federal funding to hire overtime sworn personnel to specifically address traffic safety issues related to speed violations, with the remaining federal funds used to send to two officers to highway safety related training. The overall goal of this grant funding is to reduce speed-related serious injury crashes within the City of Hampton ("City"). Enforcement efforts will focus on days and times identified by the Department of Motor Vehicles' Virginia Highway Safety Office's Crash Statistics Report. The period of performance for this grant is from October 1, 2019 through September 30, 2020.

Previously, the City has been awarded federal funding through this grant program on a yearly basis, with the award amounts varying year by year.
