Resolution Determining The Novak Consulting Group, Inc. to be the Only Source Practicably Available From Which to Procure the Services of Facilitators for a City Council Retreat and Executive Workshop on the Topic of High Performance Governance
Purpose
PURPOSE/BACKGROUND:
The City Manager wishes to hold a City Council Retreat and Executive Workshop to enhance the functioning of our local government through a discussion of the various roles, values and different perspectives among City Council, Council Appointees and Executives. In order to be successful, the retreat and workshop should be led by an expert in the council-manager form of government, whose experience both as an academic and elected official has led to the development of the Governance Model that will be shared. The Novak Consulting Group, Inc. contains facilitators with this expertise.
It is expected that with a fresh perspective on the part of City Council, Council Appointees and Executive Staff, there will be a new appreciation for the public service values underlying policy decisions, and the impact of various roles and perspectives among policy makers and administration in trying to reconcile what is politically and socially acceptable with what is administratively feasible and sustainable.
For these reasons, the recommendation is for approval of this resolution.
