Approval of Proposed Amendments to the Citizen Participation Plan with Respect to Funding Received by the Department of Housing & Urban Development (HUD)

Purpose
PURPOSE/BACKGROUND:
The Department of Housing & Urban Development (HUD) requires that localities receiving community development funding adopt a Community Participation Plan (CPP) that addresses public comment practices. The City of Hampton has reviewed its current CPP and determined that substantial amendments need to be made in order to reflect current HUD program guidance.

Discussion:

The City of Hampton receives funding annually from HUD through Community Development Block Grants (CDBG) and HOME Partnership (HOME) funding as an "Entitlement Community." The City must submit an Annual Action Plan and Performance Report to HUD for approval. Prior to submission, public participation requirements must be completed prior to those submissions. In order to ensure consistent and accessible processes for such public comment, a Community Participation Plan (CPP) must be in place to guide the locality's public comment practices. The last substantial amendments to the plan were completed in 1997.

The proposed changes to the CPP address a variety of areas within the plan including clarifying public hearing requirements, establishing emergency and virtual public hearing requirements, ensuring participation accommodations are addressed, and outlining formal means for public complaints. The amendments reflect recent changes in HUD guidance implemented over the last several years.

Once the amendments are approved by Council, the amended CPP will be submitted to HUD for review. Upon HUD's approval of the changes, the city may continue to prepare, amend, and submit planning documents to HUD that allow for the appropriation and expenditure of entitlement resources and other special block grant funds.
