Purpose
PURPOSE/BACKGROUND:
The Commonwealth Transportation Board approved, by Resolution, on June 23, 2021, the Revenue Share Funding for fiscal year 2022. The City of Hampton (“City”) applied and was approved for Revenue Share funding in Fiscal Year 2020 and a total of $5,784,000 was allocated for the Grant Street New Roadway Project (UPC 117115). Revenue Share Funding is typically 50% funded by the Commonwealth of Virginia and 50% funded by the Locality requesting the project. Due to the COVID-19 Pandemic, the Virginia Department of Transportation (VDOT) issued notice that they would be splitting funding 50/50 up to $1,000,000 and would fund 74% of the project beyond that amount. Projects were pushed to outer years, with a Fiscal Year 2024 and 2025 construction timeline. The Grant Street New Roadway Project (UPC 117115) will provide economic development opportunities to Downtown Hampton and provide a means of secondary ingress and egress from the Mary Jackson Community Center when it is completed. VDOT has already assigned a project number in anticipation of the City’s approval of this request.
