Purpose
PURPOSE/BACKGROUND:
Annually, the federal government makes awards through the Edward Byrne Memorial Justice Assistance Grant based on a locality's population and crime statistics. Grant proceeds can be used to support the locality's law enforcement operational needs by allowing the purchase of additional equipment, supplies, training, etc.

Discussion:
MDTs are one of the tools that enables the Police Division to align with the 21st Century Pillars of Policing. This vital equipment (1) ensures that officers are able to respond promptly and accurately to calls for service; (2) increases officer awareness/safety by allowing rapid access to wanted persons files and property/automobile theft databases; and (3) allows officers to maintain a presence in the community by enabling them to complete reports and other tasks while on patrol.

The Police Division will use the grant proceeds to purchase 10 Mobile Data Terminal ("MDT") replacement units.

Impact:
The City of Hampton, Virginia (the "City") has been awarded the Bureau of Justice Assistance FY 2021 Edward Byrne Memorial Justice Assistance Grant in the amount of $48,878 in federal funds with no local match required. The Police Division will purchase 10 MDT replacement units at a total cost of $52,000. The remaining funds needed for the purchase, in the amount of $3,122, will come from the Police Division's General Fund operating budget. As this is replacement equipment, additional licenses will not be needed.
