Resolution Requesting that the Virginia Department of Transportation Program Incorporate Two New Capital Projects into its Six-Year Improvement Plan

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton (the "City") applied and was approved for Virginia Department of Transportation ("VDOT") SMART SCALE funding for two projects, subject to receipt of a formal resolution from the City requesting that those projects be added to VDOT's Six-Year Improvement Plan.  The City was notified that VDOT's funding will be received on a 100% Federal and State share basis beginning in Fiscal Year 2026 for the following projects:

 

                     1. North Campus Parkways Bicycle and Pedestrian Improvements; and

                    

                     2. North King Street Corridor Improvements Segment 5.

 

Discussion:

 

The improvement projects are consistent with long-range goals of the City as follows: (1) North Campus Parkways Bicycle and Pedestrian Improvements support the creation of the Birthplace of America Trail and make connections to the Matteson Trail; (2) North King Street Pedestrian Improvements Segment 5 will create a complete pedestrian network along North King Street for non-motorized users.

 

These projects will be fully funded with Federal and State funds, to be paid on a reimbursement basis to the City following expenditure of City funds.  This resolution requests VDOT to program the City's two new capital projects into its Six-Year Improvement Plan and to authorize the City Manager or her designee to execute the project agreements and other project-related documents as needed.

 

Impact:

 

These projects are funded with 100% Federal and State funds.

Body

 

                     WHEREAS, in accordance with the Virginia Department of Transportation ("VDOT") project funding allocation procedures, the City Council, by resolution, must request VDOT to program highway projects in the City of Hampton (the "City");

 

                     WHEREAS, VDOT will allocate sufficient federal and state funds to fully fund such projects;

 

                     WHEREAS, VDOT has indicated that it is prepared to program SMART SCALE funds to be used by the City for two projects and has assigned UPC numbers to those projects, with the two projects being specifically identified as follows:

 

                                          A.                     North Campus Parkway Bicycle and Pedestrian Improvements, UPC 119233; and

 

                                          B.                      North King Street Corridor Improvements Segment 5, UPC 119212 (herein collectively referred to as the "Projects");

 

                     WHEREAS, project administration agreements with VDOT are necessary for securing VDOT commitment on those funds for the projects; and

 

                     WHEREAS, City Council approved on June 10, 2020, a resolution (Resolution 20-0141) endorsing the support of Fiscal Year 2026 SMART SCALE Applications for the Projects.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that for the purposes of the Projects:

 

                                          A.                     That the Virginia Department of Transportation is requested to program SMART SCALE funds into its Six-Year Improvement Plan for the City for the following projects:

 

                                                               1.                     North Campus Parkway Bicycle and Pedestrian Improvements, UPC 119233; and

 

                                                               2.                      North King Street Corridor Improvements Segment 5, UPC 119212; and

 

                                          B.                      That the City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney and future appropriation of any necessary funding.
