Resolution of Endorsement of Fiscal Year 2024 Smart Scale Projects
Purpose
PURPOSE/BACKGROUND:
The City of Hampton has identified four projects that potentially qualify for Virginia Department of Transportation ("VDOT") consideration under the Smart Scale Program. This program funds projects on a 100% Federal and State share basis. The four projects are:
1. Coliseum Drive Extension Phase B - Butler Farm Road to Magruder Boulevard
2. Hampton Roads Center Parkway Pedestrian Improvements - Coliseum Drive to Armistead Avenue
3. Little Back River Road Widening - Clemwood Parkway to Harris Creek Road
4. Armistead Avenue Pedestrian Improvements - Convention Center Boulevard to LaSalle Avenue
Discussion:
The following proposed improvement projects are consistent with long-range goals of the City: (1) Coliseum Drive Extension is consistent with the Coliseum Central Master Plan and will provide a 4-lane divided street and much needed pedestrian walkways; (2) Hampton Roads Center Parkway Pedestrian Improvements will link the Boo Williams Sportsplex with Coliseum Drive and also provide much needed pedestrian walkways; (3) Little Back River Road widening will address congestion and crash problems; and (4) the Armistead Avenue Pedestrian Improvements will provide much needed pedestrian facilities on this roadway.
Impact:
These projects are funded with 100% State and Federal funds.

WHEREAS, in accordance with the Commonwealth Transportation Board construction allocation procedures, the City must provide a resolution to VDOT to request VDOT to establish a Smart Scale project in the City of Hampton (the "City").
