Resolution to Amend the Fiscal Year 2023 Council Approved Budget to Accept and Appropriate the Fiscal Year 2022 Edward Byrne Memorial Justice Assistance Grant Awarded by United States Department of Justice.
Purpose
PURPOSE/BACKGROUND:
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the leading federal source of criminal justice funding to state and local jurisdictions. Administered by the Bureau of Justice Assistance (BJA), the JAG Program provides states, territories, tribes, and local governments with critical funding necessary to support a range of program areas including law enforcement; prosecution and court; prevention and education; corrections and community corrections; drug treatment and enforcement; planning, evaluation, and technology improvement; and crime victim and witness initiatives.
This is a formula allocation grant that the Hampton Police Division regularly receives, typically on an annual basis. The formula for FY 2022’s grant equated to $47,317.
Discussion:
Funding from the FY 2022 Edward Byrne Memorial Grant will be utilized to procure 8 Mobile Data Terminals, equipment and installation, for patrol vehicles. These will replace MDTs that have reached end of life cycle.
Impact:
The City has been awarded $47,317 in federal grant funds from United States Department of Justice. No local cash or in-kind match is required.

WHEREAS, the United States Department of Justice has awarded the Fiscal Year 2022 Edward Byrne Memorial Justice Assistance Grant in the amount of $47,317;
WHEREAS, the Fiscal Year 2022 Edward Byrne Memorial Justice Assistance Grant does not require a local cash or in-kind match;
WHEREAS, the Fiscal Year 2022 Edward Byrne Memorial Justice Assistance Grant award will be used by the Hampton Police Division for purchase of Mobile Data Terminals for patrol vehicles; and
WHEREAS, the grant award is for the period of October 1, 2021 through September 30, 2025.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2023 Council Approved Budget to accept and appropriate the Fiscal Year 2022 Edward Byrne Memorial Justice Assistance Grant award in the amount of $47,317 for the purpose of purchasing Mobile Data Terminals for patrol vehicles in accordance with the grant agreement.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
